Fifth Republic

French political system established by the Constitution of 4 October 1958, drafted in the context of Charles de Gaulle’s return to power. It is characterized in particular by a stronger executive branch and a government accountable to the National Assembly.

The regime established in 1958

The Fifth Republic is based on the Constitution of 4 octobre 1958, adopted in the context of Charles de Gaulle’s return to power. It succeeded the Fourth Republic, which was marked by severe governmental instability.

The organisation of powers

The President of the Republic and the Government exercise executive functions. Parliament passes laws and scrutinises the Government. The judiciary is independent.

Key point: the executive is strengthened, but the Government remains accountable to the National Assembly. Cohabitation shows that the president and the parliamentary majority do not always belong to the same political camp.
