Indirect universal suffrage

An electoral system in which citizens elect representatives who then take part in electing other representatives. In France, senators are elected by an electoral college composed mainly of locally elected officials.

An election by representatives

In an indirect election, citizens do not directly choose the holder of the office in question. The election is carried out by a body of representatives who are themselves chosen, directly or indirectly, through citizens’ votes.

The example of the Senate

French senators are elected by an electoral college, made up mainly of local elected officials. This electoral system reflects the Senate’s role: to represent local and regional authorities.

Key point: “indirect” describes the method of selection, not an absence of elections.
