Referendum

A procedure through which voters express their views directly on a question or a text, usually by voting yes or no. The Constitution provides several frameworks for its use.

A direct expression of the vote

In a referendum, voters do not choose a representative: they vote on a proposal. The Constitution states that the people exercise sovereignty through their representatives and by means of a referendum.

Procedures governed by rules

The Constitution provides, in particular, for referendums on certain bills and on constitutional amendments, under separate procedures. There is also a framework for local referendums.

Not to be confused

A petition does not automatically trigger a referendum. A consultation may also have a different legal effect from a binding referendum.
